Selected candidate will work all functions of cost and schedule
management supporting multiple functional divisions and program
Responsible for earned value management, contract status reporting,
customer reporting (CPR, CCDR, CFSR), Cost modeling, metrics.
Familiarity with orders, sales, profit forecasting, and funds flow
analysis is beneficial. Analyze complex data, communicate and
provide recommendations from a finance point of view to all program
Responsible for all project control functions including planning,
tracking, analysis and reporting across the project life cycle.
Projects may vary in size, complexity, and contract type (i.e. Cost
Reimbursable, Firm Fixed Price, Time & Material, etc.).
Interfaces with team members of the corporate staff to include:
Division Managers (DMs), Program Managers (PMs), Contracts,
Purchasing, Billing, Accounting/Finance, and Human Resources.
Participates in annual company budget development by forecasting
cost by financial period per project to develop the plan for the
Prepares monthly Divisional Financials for high level management
meeting and the financials for the program review
Coordinates with the PMs in the development of the Basis of
Estimates (BOEs) for proposal pricing after reviewing the Request
for Proposal (RFP).
Reviews contract award to ensure award matches cost proposal/
Assists in project setup, assigning the workforce, and adding new
Develops Estimates to Complete (ETCs), and Estimates at Completions
(EACs). Works closely with PMs to review current project financial
status and project future performance. Responsible for monitoring
cost and schedule performance and performs related analyses.
Produces financial deliverables for both internal and external use.
These can be weekly, bi-weekly, or monthly. Help develop and review
procedures, process, and products to identify possible improvements
to better support customer needs and reduce costs and errors.
Financial support includes funding analysis, monthly expenditure
analysis, cost variance analyses, historical financials, track
current task spending and commitments, burn rates and forecast
future trends. Monitoring actual costs against budgets.
Assist PMs with all purchase requests, validate subcontract
invoices against purchase orders and track all subcontract efforts
including monthly reports.
Assist PMs with Risk Authorization Request (RARs), Mod Request, and
Limitation of Funds Notifications (LOFs). Monitor and help manage
at-risk and suspense related costs.
Analyze end of year Rate Adjustments and how it will affect your
Participate in contract closeouts and de-obligations.
Bachelor?s degree preferred in business or related field or 4 years
direct experience as a project control analyst in the government
At least 4 years of experience in a project control analyst
Government contracting experience in Firm Fixed Price (FFP), Time
and Materials (T&M), and Cost Reimbursable type contracts.
Advanced Excel skills and database management (pivot tables, Vlook
up formulas and linked forms).
Estimating experience, material planning experience, monitoring and
reporting actuals as they relate to the Subcontracts/Material
Ability to work independently and make timely and sound
Exceptional organizational and time management skills.
Excellent analytical and problem-solving skills.
Ability to perform multiple tasks concurrently and support multiple
Excellent customer service attitude, communication skills, and
Uses independent judgment and decision making to assist project
management in all areas of project cost management.
Knowledgeable in CostPoint. Desired Qualifications:
Advanced Microsoft Excel skills including macros, Vlook up
formulas, and pivot tables.
Estimating experience, with new SAP material planning system and
analyzing, monitoring and reporting actuals as they relate to the
Subcontracts/Material BACs/EACs. Security Requirements:
