Overview:ANSER is seeking a Radiological and Nuclear Defense
Analyst to support the Radiological and Nuclear Defense Capability
Development (RNDCD) Directorate within the Office of the Deputy
Assistant Secretary of Defense for Threat Reduction and Arms
Control. The RNDCD Directorate is a source of Research,
Development, Test & Evaluation (RDT&E) funding for DoD
Components to mature and transition prototypes into deployed
radiological and nuclear defense (RND) capabilities or
upgrade/enhance fielded systems to protect the Joint Force and
allow them to operate in an RN environment. In-addition to
RDT&E funds for the Joint Force, the Directorate will provide
procurement funds to purchase R/N equipment for the National Guard
WMD-CSTs and CBRN Response forces which will allow them to operate
in an RN environment in the homeland. The RND investments focus on
validated requirements and capability gaps from various DoD
Components including Combatant Commands, Field Agencies, and the
National Guard Bureau (NGB).Responsibilities:* Support the Deputy
Assistant Secretary of Defense for Threat Reduction and Arms
Control within the Office of the Under Secretary of Defense for
Acquisition & Sustainment in establishing a new portfolio that
sponsors the development of RND capabilities.* Draft strategic
guidance for RND investments and establish a business plan to
support NGB, Services, and Defense Agencies in procuring new RND
equipment.* Prioritize RDT&E and procurement requirements to
achieve efficient and effective use of limited resources.*
Establish connections with and gain buy-in of a wide variety of
government stakeholders with different objectives to ensure unity
of effort across the Joint Force with regard to RND.Requirements:*
Active Top Secret/SCI clearance* Bachelors degree in a recognized
finance, technical, management or other relevant discipline* Five
years of DoD experience in a staff environment* Knowledge of DoD
PPBE and Defense Acquisition System policies, procedures, and
processes* Familiarity with Radiological and Nuclear Defense
programs, objectives, programs, activities, and stakeholders.*
Experience performing program analysis and documentation, project
planning and scheduling, finance and accounting, risk analysis,
technology planning, process improvement, and/or cost estimation*
Ability to confidently engage and brief Defense Senior Executive
