Job Description Job Number: R0045850Communications ExpertKey Role:Support requirements, capability, and doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) analysis in a team environment to identify Radio Frequency (RF) and SATCOM-related capability gaps and offer recommendations on priorities or most effective strategies to meet the fleet requirements. Leverage subject matter expertise in High Frequency (HF), including 24 kHz broadband operations with Battle Force Tactical Network-enhanced (BFTNe). Retrieve data from a variety of sources and individuals to identify the scope and breadth of communications gaps, to analytically and creatively evaluate the data, and to craft collaborative and well-researched solution proposals. Manage and track the completion of DOTMLPF-P/I actions, as identified in the HF CONOPS and provide guidance, clarification, support, and recommendations to supporting agencies in completing these actions, if required. Codify HF communication strategies in CONOPS, NTPs, TTP, Global Communications Information Bulletins (GCIBs), Fleet Advisory Messages (FAMs), or other guiding documents and messages, as required. Evaluate HF continuity of system fielding and fleet training and offer specific recommendations for improvement if ineffective fielding or training strategies are identified. Support development and peer review of team work products, including doctrine artifacts, as required by the contract, such as CONOPS, CONEMP, TTP, TACMEMOs, and handbooks.Basic Qualifications:-8+ years of experience in working with RF and HF systems and Global Broadcast Service, tactical or strategic military operations, or military communications systems-6+ years of experience in working with Navy and Joint communications programs and operations stakeholders-Experience with Naval concepts, doctrine, and processes-Knowledge of Radio Frequency (RF) communications, propagation, atmospherics, broadband transmitters, baseband equipment, and the capabilities and limitations of Navy C5I-Knowledge of relationships between Navy C5I stakeholders, Combatant Commanders, Coalition and NATO maritime forces, and Operational Fleet Commands and how to be effective in communicating Navy requirements within these diverse organizations-Knowledge of satellite communications, audio and video transmission systems, Internet Protocol (IP) data systems, including routers, switches, and servers, Virtual Private Networks (VPN), Virtual Local Area Networks (VLAN), encoders and decoders, link aggregation, and Navy Automated Data Networking System (ADNS)-Knowledge of Satellite Communications (SATCOM), video distribution, and IP network operations-Ability to support all facets of capability gaps identification and analysis, including reviewing and understanding concepts, communications requirements, acquisition documents, concept of operations, and other technical and non-technical documents-Secret clearance-BA or BS degreeAdditional Qualifications:-3 years of experience with network operations on Navy networks, including afloat and ashore-Experience with working on a Navy Type Command (TYCOM) staff-Possession of excellent organization and planning skills-Possession of excellent oral and written communication skills-Top Secret or TS/SCI clearanceClearance:Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.We---re--an--EOE--that empowers--our people---no matter their race, color, religion, sex, gender identity, sexual orientation, national origin, disability, or veteran status---to fearlessly drive change.
