Title: Inspector Senior Structure and Bridge Hiring Range: $58,354 - $94,825 Pay Band: 4 Agency: VA Dept of Transportation Location: Hampton Roads District Office Agency Website: jobs.virginia.gov Recruitment Type: General Public - G Job Duties The Virginia Department of Transportation (VDOT) Hampton Roads District, is seeking a Senior Structure and Bridge Inspector to perform in-depth visual and mechanical safety inspection of bridges and highway structures to discover damage, deterioration, and defects that would impair the life, serviceability, and safety of a structure. Prepare, approve and sign inspection reports, provide general condition and element ratings and make recommendations for deficiencies.

The Core Responsibilities for the position include:

  • Perform Inspections - Perform in-depth visual and mechanical safety inspection of bridges and highway structures to discover damage, deterioration, and defects that would impair the life, serviceability, and safety of a structure. Perform scheduled routine inspections and specialized inspections such as scour critical inspections, final inspections of new structures, structures damaged by floods and vehicular collision, and inspections of fatigue-prone details.

  • Inspection Schedules - Assist supervisor or manager with planning and scheduling bridge and structure inspections.

  • Inspection Data and Reports - Prepare inspection reports, provide general condition and element ratings and make recommendations for deficiencies. Review and approve inspection reports prepared by other inspectors.

  • Inventory - Update inventory records and maintain inspection files, forms, reports and maps of assigned areas.

  • Training - Provide training and guidance to other inspectors in field data collection methods and inspection reporting.

  • Equipment Operation - Operate and maintain inspection vehicles and inspection instruments.
  • Job Safety - Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA and VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly and safe work environment. Follow VDOT safety regulations and practices.

    VDOT is an emergency response agency and this position may be designated to support emergency operations during certain situations. As such, you may occasionally be required to work an assignment that includes hours outside the normal work schedule including weekends and holidays. Not all designated employees are provided an emergency operations assignment.

Minimum Qualifications
    • Skill in the use of computers and software applications to include database systems, as well as bridge inspection instruments. Ability to use and access required equipment.
    • Ability to communicate effectively orally and in writing to include preparing detailed technical reports and sketches of bridges and structures, as well as apply engineering math.
    • Ability to physically perform hands-on inspections of bridges and structures, work at heights, work over or in water, in confined spaces, in proximity to moving traffic and in inclement weather.
    • Must meet 1 of 4 sets of criteria established by SNBI - 5 years bridge inspection experience and successfully completed an approved comprehensive bridge inspection training course OR
    • AAS in Engineering or Engineering Technology from ABET accredited college and 4 years bridge inspection experience and successfully completed approved comprehensive bridge inspection course OR
    • BS in Engineering from ABET accredited college and FE and 2 years bridge inspection experience and successfully completed approved comprehensive bridge inspection course OR
    • Meet qualifications of a Project Manager per SNBI regulations OR
    • 2-weeks training for Safety Inspection of In-Service Bridges (FHWA-NHI-130055).
    • Knowledge of bridge inspection methods and procedures, routine bridge maintenance and repair procedures, deterioration characteristics of bridge materials and common bridge types and nomenclature.
    • Strong work ethic a must and ability to work on multiple projects and meet multiple deadlines.
    • Valid CDL and Drivers License.
    • Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter.
    • Must comply with DOT and VDOT policies and standards when operating CDL equipment. Preferred Qualifications:
      • Experience performing safety inspections on routine to specialized bridges and structures.
      • Experience in bridge construction, maintenance or repair.
      • Experience preparing and reviewing inspection reports, coding and updating structure
      • inventories, and updating and maintaining inspection files and forms.
        Proficient in the use of MS Office products and CAD.
      • Degree in engineering or engineering technology preferred; equivalent experience or
        training may substitute for degree.

        All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL from a Class B to a Class A, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.

        Position requires unrestricted mobility, working in all types of weather, irregular terrain and standing for long periods. Work is completed in, around, and above water, and from varying heights. Must have ability to lift 100 pounds. Requires approved safety shoes, which is a reimbursable expense. Personal protective equipment is provided.

        VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
