VDOT is seeking an experienced leader to serve as the Assistant District Administrator (ADA) for Planning and Investment Management (PIM). As ADA PIM, you will serve on the district executive team member provide strategic leadership and direction in the coordination of the districts transportation planning, systematic investment, land use, urban and local assistance programs. The successful incumbent will provide leadership and direction for transportation planning, infrastructure investment, and local assistance programs in the Hampton Roads District. Provide oversight of Districts $1.3 billion highway construction program and $190 million Maintenance and Operations program. Responsible for coordinating state, federal and local funding in VDOTs Six Year Improvement Program (SYIP), Transportation Improvement Program (TIP) and Statewide Transportation Improvement Program (STIP). Serve as VDOTs representative on technical advisory committee (TTAC) for regions metropolitan planning organization (Hampton Roads Transportation Planning Organization). Coordinate the locally administered program (project development and delivery) and partner with localities in the districts geographic footprint that administer transportation programs.   • Extensive experience related to budgeting, funding allocation methods and financial management.
  • Experience reflecting knowledge of federal, state and local regulations, procedures and policies related to transportation.
  • Experience reflecting knowledge of transportation planning, procedures and policies.
  • Ability to coordinate, facilitate and lead programs with multiple stakeholders, resources and objectives and to build collaborative relationships and gain consensus from diverse groups.
  • Leadership and supervisory experience reflecting knowledge of human resource and performance management and principles and policies.
  • Experience reflecting the ability to develop and implement organizational processes for effectively managing finances and maximizing the use of available funds.
  • Experience reflecting ability to use independent judgment in the interpretation and analysis of rules, regulations, policies and procedures.
  • Skill in the use of computers and web-based applications to include automated financial and project management programs.Preferred Qualifications
    • Progressively responsible experience in administering and managing financial and programming for a diversified transportation program to include supervision of multiple levels of staff members.
    • Experience in the administration and management of a large-scale public service operation.
    • Bachelors degree in Public Policy, Business Administration, Finance, Civil Engineering or related field.Special RequirementsReferences, work history, and DMV records will be verified.
